Defuse Bug Fix (WarMod)

This bug has plagued CS:S for years, the bug is when a defuse kit lands on a planted c4, a counter-terrorist cannot defuse through it, WarMod fixes this. When you are trying to defuse (+use), WarMod will calculate the distance between any dropped defuse kits in the level and the planted c4. If the defuse kit is within a small range of the c4, (and only if you have a kit yourself), the defuse kit will be removed from the level, allowing you to defuse the c4 properly.
